About 40 years ago, marijuana was placed as a Schedule I drug under the Controlled Substances Act. Basically, the government believed that the substance could be highly abused. 
But during the 90s, many activists started to rally around the medicinal benefits of marijuana and founded projects to increase public awareness and support. A number of studies and researches that were conducted during this time also concluded that marijuana has medicinal benefits and therefore it could be used in the effective treatment of pain, HIV AIDs, cancer, glaucoma and many other debilitating medical conditions.
After much debate, states slowly began to legalize marijuana for medical reasons. As marijuana started gaining widespread acceptance, schools also started being established to offer marijuana education. Today, marijuana education is offered in all those states where states have adopted legalization. But one problem that remains is that marijuana is deemed illegal under the federal law. Although states can run their businesses legally, they are compelled to comply with the stringent rules that have been set out for them. Marijuana businesses are prone to federal raids and this is what puts businesses at a big risk.
